Some of them in London are absolutely disgusting. I had to use one recently and I won't say the things I found in them
(I had to go to few because not only are they disgusting but a lot of them don't even work)
So if they're going be kept then they should be kept in good condition (and at least useable), and if not then yes they should be removed.
