"He was annoying" doesn't even begin to justify it. He was annoying but each person who took pleasure in participating in the ganging up was far worse than "annoying".

She's responsible for her own behaviour. You can't criticise certain people involved because you don't like them to begin with and absolve another because you do.
And all I remember Pete doing was walking out of the room with everyone that one time (but I could very well be forgetting stuff since I won't rewatch that series) and yes that pissed me off too and he should be called out on it. But it's not really on the same level as running around guffawing at him being ganged up on and actively egging the situation on to get nastier.
