If you join IS, whether you commit acts of terrorism or not, you should be held accountable as a terrorist or at least aiding and abetting terrorists.
I disagree completely with the notion of responding to brutality with brutality, anyone we capture alive should get a trial for their crimes and face punishment if found guilty. The Judge Dredd approach is weak and easy.
