Must be thinking of Just Cause (which is a play on words... fighting for a Just Cause, and also blowing **** up... just 'cause.). I wouldn't say it's more out there. All of the equipment, weapons, tech etc are "real"... it's just that the guy you play as is so ridiculously... err... skilled... that he basically has superpowers
. They're a lot of fun though. Storylines are flimsy but the "blowing stuff up" is top notch. The wingsuit in JC3 is also a lot of fun once you get the hang of it (see above, re: superpowers... you can basically fly).
I've actually got Saints Row 3 and 4 on Steam, apparently since 2015, but I've never played either of them
