I still don't believe members of the public were that bothered enough to get a tennis ball, stick some paper to it saying "Daley said some stuff about Hazel!!!! " and throw it over.

not to mention these people all happened to know where the garden part of the compound was?

There was a video of someone doing it from their house and you could hear BB saying "Please leave the garden" in the background.

If I lived that close to the BB house i'd probably do it too

I heard the same thing but didn't find anything on youtube. With 24X7 cameras I find it hard to believe BB wouldn't have caught the tennis balls before the housemates did.
