Apparently the difference is that Marlon uses 15% knowing it'll drain the battery completely so that makes it unfair because it all of a sudden effects everyone else...

Taking anything contributes to the failing of the task.

It's like any other task that says "Big Brother will allow 25 fails" and they get 30 fails. It isn't just the person who accumulated the last few fails who's to blame, it's anyone who contributed to it all.
