Why are people shocked when a shark attacks someone in the water, in a shark-attack area?

I think i read that the water they were in was only waist high, i would feel safe in water that i could still stand up in, usually you think of sharks only in deeper water.

(on a side note, i love the woman in the red swimsuit, she looks as confused as her tanlines)

Waist high, wow I'm surprised they would risk being beached has their food source moved away?

I read that most shark attacks happen in shallow water.
