Anybody that treats another person differently based on the colour of their skin/race.
(and anybody can be racist regardless of their own race despite what some people think)

Hating on someone or treating them differently to others because of their skin colour is more or racism to me, whatever the colour. Not a very popular opinion on here though.

If we follow the dictionary definition, its disdain and superiority towards a race of people, which doesn't really work because it means someone can't be racist towards black people or oriental people being that they come from many different races.

For me, its people who show disdain and superiority towards certain types of foreigners.

There are a few people who believe that it's "impossible" for a minority race to be racist towards a majority race, e.g. for black people to be racist towards white people in the UK or the US. From what I've gathered, this is because they (incorrectly) believe that the definition of racism necessarily contains an element of power or control.

I think the definition is pretty obvious (yay google) but I'll weigh in that anybody can be racist against anybody regardless of skin colour.

That being said, I believe that there are levels of racism, rather than one racist action/comment being completely equal to another, and racism against white people I would argue isn't as bad or damaging as racism against a black person for example... generally!! You have to understand how important historical context is when talking about racism and how regardless of it being in the past it still affects people and their attitudes/sensitivities today.
