It's more like, "are Charley and Shabnam high, or just incredibly stupid." They're picking on people for no apparent reason. Charley doesn't understand that the house is a communal place, so she shouldn't go crazy about someone eating her food. Kind of like Nikki's anger at Mikey about the beer, but beer is a luxury item, so I can slightly see why she'd be angry at Mikey.
