Cultural Secretary Morgan said is the BBC relevant? Lucy a Live debate just on Radio 5 had a story of a Fella who could no longer afford the fee. The Judge finned him £200 or 3 weeks in prison. He had no money to pay the fine so went to Prison. When he came out, could no longer get a job Criminal record.
