My reading of the task is that the new HMs must ensure that Halfwit and Noirin are nomintaed by thier fellow originals. However, this does not mean ONLY halfwit and Noirin as far as the task was explained. Hence if one of them comes top and the other is tied with other other HMs or there is a multiway tie for top nominee (3 or more but including Halfwit and Noirin), then the new HMs have passed the task.

Hence it may not be a two way decision between Halfwit and Noirin, even if the new HMs pass theirtask.

Back to the OP,I think as long as Freddie and Noirin are nominated (possibly with other original housemates) then the newbies should pass the task.
I think the newbies will be sussed out though.
