The twist is...

Hira works for the Inland Revenue and issues Ken with a bill for undeclared income for £2 million.
Tom works as for the Immigration services and issues Hira with an extradition order for being in the UK illegally after a fake/arranged marriage with a British National.
Bea works for MI6 and arrests Tom for taking backhanders from a gang working on immigrant trafficking.
