The emergency services were alerted by a call from a friend, who said the boy had fallen from the sea wall and into the water near Gynn Square at about 16:20 BST.
Two lifeboats were launched and the crew pulled the teenager out of the water, but were unable to revive him.
The boy's name will not been released until relatives have been informed of his death.
