It seems Ian won a Power of Veto when Frank opened the P/B, so the quack pack are hoping Shane/Britney wins the other veto so they can take Dani down and Ian can take Dan down so the only option for Frank to do is put up the last quacker (Shane or Britney) against Joe or Jenn and of course the quackers will have the votes to send Joe/Jenn home

Why is it a fix anybody could have won it. In fact production didn't want Ian to win it and they've been trying to talk him out of using it. So if it was a fix to save Dan why would production not want him to use it.
