Sallie and the leaves/teabag

What was Sally doing on LF with the leaves and the tea bag?

She placed the leaves on a tray and I'm sure she was going to put them in the oven but got called to the diary room, I thought she was planning on smoking them but then heard Wolfy say she had no rizlas
