anyone know which countries use the negative voting system for there version of BB ?

BBAU used Vote to Evict throughout its time on Ten even in the final the public voted to EVICT. More recently on Nine its became vote to save but dont know about the current series.

you could vote to save and evict on some of the seasons.

Sorry but that's completely wrong.
They may have started off like that, but realised it wasn't working and was evicting all the polorizing characters, so they brought in a dual voting system which included vote to save.
And now for the revival they are just using vote to save.

Italian BB do, but last series towards the last 2 months of the series (of a series lasting half a year!) they had a mixture and changed it up. Sometimes VTE sometimes VTS.
