charlie always sits to next to someone, say something half sentence or just a string of empty words, .. then waits for the reaction.. and then plans what to say depending on the reaction.. she gets information out of people without really saying anything of substance. then she uses that information against them later. she constantly changes her allegiance depending how house politics plays out. she is very clever game player.
