It's pretty clearly a stock photo... why would anyone think otherwise?
also i don't really understand the headline. rich countries obviously provide the most benefits to needy people, so why would it be shocking that the government spends a lot on feeding hungry kids in families that need help? I would think that is something to be proud of... as opposed to poor countries where kids and families just go hungry with no help from government programs at all. I don't understand what people are meant to be upset about.
