If we can take into account post series, Kenneth Tong is probably the biggest scumbag out of civilian BB housemates so him.

I know the likes of Dennis/Alexandra/Emma/Conor/Lotan had their "one or two (at least )" indefensible moments so I'll go for someone who just made every single scene they were in unbearable and that is Kayleigh from the most recent series. Terrible, terrible person.
