Personally it depends on how extremely homophobic the country question is.

Because imo I won't accept a country that's currently killing gay people just because they're gay.

I know I'm painting it in a very black and white way, but to me it is a black and white issue.

the only way you encourage countries to change is by restricting their access to modern society and all the advantages it brings until they make the necessary changes

Education is the key, some of the participating countries are still 3rd World, you can't expect first world values when education is poor and they are struggling to survive
