It still won't stop people from breaking it though.

They need to threaten more than that for repeat offenders e.g. lose the ability to sell products containing nicotine entirely.

Realistically the people handing out fines aren't going to be everywhere at once... and some of these stores will be selling so many vapes to kids that they'll just absorb the £2500 as a business expense.
