It really isn't that hard to grasp is it? Fan made work goes into the Fan Made section.

If there was no organization in the world, it would be a different place to live.

Hence the sub forum for fan made art. It stops the mainstream forum getting clogged up with crap.

What part of that doesn't compute in your brain?

It looks ... like a fanmade eye. I don't really like the majority of the fanmade stuff I'm afraid. It all just looks too amateurish and ... odd. Elliebrew is the only one I can think of who makes eyes that actually look as though they are official.
