I know it sounds silly but is there a way we could block new members from joining for like a week or something so it gives up hopefully. Or have like a really strict verification system for new users or something like that.

We should leave him be with one thread. Maybe try to spark a conversation with this person and calm him/her down. There's obviously something wrong with them they can't surely be doing it for repetitive gratification.
