They should be punished in one way or another based on previous rules/regulations and the way ex-HMs have been treated.
I'm quite surprised, but perhaps they've let it go the first time.
Alternatively, maybe they’re planning on doing something about it in the near future.

I remember Cleo, Shilpa and Carol all agreeing to nominate each other if they get stuck for reasons....therefore forming a pact about nominations but don't think they even got called to big brother.

I think they can say they think they will be up themselves that isn't a rule break but forming the pact was...or atleast I think it was as they was basically agreeing who to nominate even if it was themselves ...one could easily change minds and use that to an advantage.
