He is not, for health and safety of the blind and disabled his equipment is a health and safety hazard and could cause serious injury. He should be told to move on by a constable

I've seen a lot of very famous performers busking in the street at one time or another. Neil Young and Bon Jovi come to mind immediately. I'm all for buskers.
