It's been in the works for a few years, I think but I assume the plans never solidified until D+ became a thing. After all, the original bombed, I believed and only became beloved on home release, so Disney might have been reluctant to give the sequel a full cinema treatment. Plus I'm guessing it was all dependant on whether they could get the main three back.
