They don't seem to understand concreting around the bases of trees doesn't help.

Councils are useless.
However just seem to refuse to listen.

councils are told to plant trees so that the government can report all sorts of fine green statistics. It's not important to them if they plant them in concrete or anything else, it's all about the numbers
