The prison should be isolation not in the garden free for peoples friends to sit and chat alongside them.

Exactly. Plus, they all know her 'rule break' was bullshit.

The reason no one gave a crap about Olivia and Hallie out there was because they intentionally and knowingly broke clear rules and served at least what they got.
