the problem with his argument is that ukraine gave up it's nukes on the basis that russia would leave them alone. Putin signed that agreement. It now means nothing, so there is no basis for trust between them anymore. So, there can be no agreement that will ever be believed

that wasnt a peace treaty, it was a commitment to not attack. Pretty specific.

The point being that ukranians have no reason to trust putin. So the guy just isn't speaking from a genuine place when he says agreements have to be made. Putin has escalated all this with the intent of causing chaos in europe. No-one trusts him. That is just not the position from which agreements are forged
