it's probably halved the life expectancy of the dog, so it's not all wonderful. Also, it shouldnt have been allowed to get in such a dreadful state in the first place, and the owners, since they are clearly known, should be prosecuted

I agree that the owners should be prosecuted.

Bad ownership of pets needs to be taken more seriously imo.
