They reduce deaths from drug use - Scottish drug deaths dropped for the first time in well over a decade last year. London govt. probably doesn't want it because if Glasgow gets on top of its heroin deaths problem, England can't fudge their drugs stats by blaming them on Scotland any more.

You see, when the press reports that Scotland is the worst for drugs in Europe, it's not actually that simple. Scotland is the worst for drug related deaths in Europe. Not drug use itself. There are multiple reasons for that, and new safety measures will address some of those causes.

TBQFH the biggest contributor is the tendency of Scottish heroin addicts to supplement with fistfuls of benzos (and then take a cup of methadone on top of that). Risk of death is sky high. It's partly "cultural", basically. Not necessarily more addicts, but a culture of dangerous drug-taking methods.
