Thing is, he's in a bit of a bind.

Being seen as too strong against immigration could turn away some of voters from the left; at the same time, immigration will be something which will influence voters, especially in border states.

Overriding local governance, likely against the will of the residents, would be quite an over reach.

Securing the country's borders is a federal responsibility, not a state responsibility. It is the state that is over reaching

The federal government is not living up to their responsibilities, so the state is doing it themselves. You can call it an over reach, for Texas to protect their own borders, but if the federal government isn't going to live up to their obligations, why shouldn't Texas be allowed to protect themselves?
