All we need to know is that Starmer was well aware that Mandelson continued to see Epstein after he was charged with child abuse

The problem is that Starmer is talking BS. He said that Mandelson, lied, lied and lied again. This may well be the case, but the vetting process doesn't just take the applicant's word for it, they follow it up by questioning others in Mandelson's circle. That's why this is a cover up, because others were involved in the process and must have vouched for Mandelson, and their identities need to come out too
