No, Ofcom doesn't have any control over the Internet.

Will your internet connection need to be relatively strong? i would hate to fork out £15 to find i can't watch the streaming. As i stay in the country my connection isn't the greatest and its a struggle to watch BBC iplayer

I'd imagine it has to be decent yes. You could try a couple of the daily subscriptions to try it out first over a couple of different periods.

Or is it just the first 1000 that apply for the 'online stream' that get it free.

Hmm... I see where this is going!

I'm guessing: Basically people will have to apply for the normal stream, give payment details etc, but the first 1000 will get it free. So you can't specifically apply for a 'free stream'.
