signed him to Arsenal on football manager and he was amazing for us
 don't think he'd squeeze into city, and United never really buy huge names, so Chelsea

"The departing Lille forward is set to make his much-anticipated decision on his future club in the coming weeks, but revealed he has a number of factors to consider before putting pen to paper on any contract.
‘I do not know when a decision will be made about my future club," he told the Belgian media after training with the national side. ‘It will be between Manchester City, Manchester United and Chelsea. ‘The final choice also depends on how much play that I would get and the position where I play. ‘Not everyone can say that he can choose from these three clubs.’ Possibly hinting at the role he’s courting at one of the Premier League giants, the 21-year-old added: ‘I am pleased to be able to play in my best position behind the striker, as a no.10, with Belgium. ‘It’s now up to me to be as clinical with the national team as I was with Lille. The coach gave me confidence and I want to return the favour on the pitch.’ Hazard scored 20 goals and provided 16 assists for Lille in Ligue 1 this season."

He has a big ego, although I don't blame him for considering all options even though the saga is getting rather tiring now.
In terms of first team Football he is most likely to get it at United or Chelsea IMO.

If he's going to the club that'll play him in the "number 10" role, then he'll go to united. They have previous when it comes to lying about positions to get players in, knowing full well that as soon as players are there, then they'll slot in.
