You couldn't be more wrong. The 'female' prisoners, by that I mean the effeminate gay men, are untouchable in US prisons. They are treated like slaves, but if somebodys 'bitch' is messed with then that person is gonna have a bad day.

The timing is nothing except a choice by the media to run with it now while the story is at its peak so it suits them.
Bradley/Breanna/Chelsea has openly talked about problems with gender identification for years and it has been common knowledge since at least 2009.

Bradley is not transgendered, although he would like to be.

He would not, for example, be allowed to use a communal women's shower room.

My first thought was that perhaps he was trying to escape his urges to become a woman by going into the most macho career he could think of. Reality, however, didn't work out for him.

Well, according to what I read it was to pay for college.

Lot of the people serving in the US Army, do so because there are very few ways to finance a college degree.
