they did for the first 3 series and then they shown them moving into a new one in season 4

Most if not all children's TV shows have underlying moral lessons they're trying to teach kids. I mean the show itself was set in a care home and tried to show kids in care in a positive light. So no, I wouldn't call it racist really.

Yeah there's definitely a moral lesson when it's a children's show , and it's also educating them on prejudice and how it exists .
