I just don't understand why some banned members got to come back and some didn't, like, un-ban them all or none.

You can say "oh it was never a perma-ban with this person or that person", but we all know the severity of what everyone did and some people who are around these days have done a lot worse than what some people who are still banned have done.

Johnny would regularly insult members, and the truth is super old fashioned with his views on females in general, so I doubt people would people be as warm to welcome them back... but people can change, it just depends if they have or not.

I think previously banned members should probably be on a stricter infraction system for the first few months, and have a genuine apology prepared.
