I'd consider her a nice person, and her non-bitching makes her decent. Of course, no housemate can be considered "nice" without being branded "boring" by others (Example: Kathreya)
Rachel is a nice girl, and I really don't get why you hate someone because of their hairline. It's all just out of order and you're over-obsessing over someone who isn't a bitch and who is nice (but obviously you have to backstab to be entertaining to most people).

Considering the fact that decent and nice are synonymous due to the dictionary definition, "She's a nice housemate" is also what it means; however, I do see where you're coming from. Some find her a not a great housemate because she doesn't bitch and I suppose the only "good" BB housemates are those who are liars and sell their stories to the papers when they get out of the house.
If Rachel was in BB1, she'd be a great housemate, but now our expectations of housemates are so low that we expect scummy and immoral people to be the entertainers in the house.
