Well from the picture and story, they are allowed to wear it. I don't think anyone has said they shouldn't be allowed. But as Parmy says, the teacher has just made this up. What if some teacher's don't want to draw the line at just seeing young boys in traditional schoolgirl skirts, what if they want to push it even more?
