I know exactly what they're for ... and they are used for a head rush, as I use them myself when out.
I know gay men use them to to 'relax the bum' so to speak  but straight people use them too, as well as girls, when out for a head rush. And as on the pic Dale is fully clothed in a club, it's obvious he's not using it for the reason you're implying.
