What has happend to zero tolerance?

I have not been on in a while so sorry in advance if there has already been a thread on this

What has happend to zero tolerance? I have noticed a few times that housemates are not smoking within the giant ash-tray or there legs have not been inside. why havent they been punished? On launch night Davina said there legs must be in the ash-tray or they will be punished also alex is getting away with alot they should have punished her by now!

BB should use the jail
