Default 7/7 victims fund paid by tax increase [proposal]

There was an item on local news earlier on about a man who wants a fund for the victims of 7/7. He said there were over 70 people who still haven't received a penny from what happened just over 3 years ago. However, guess where he wants the money to come from? Us. He wants the tax payer to pay an extra 5p per week to put towards this fund. Now I know 5p isn't much to most of us, but with the current economic crisis some people are already scraping back those last pennies, and the credit crunch is only supposed to be getting worse. So firstly, should it be compulsory to donate to this fund? Secondly, should those of us with no ties to the bombings or those of us who it hasn't affected in any way be forced to pay this tax? Or should the government be paying like they have for everyone else?
