Why BB Didn't give Nomination Sanctions?

Surely, after Siavash broke the rules like 3 times, Big Brother would of chucked him out? The constant rule breaking by Marcus etc?

I think Big Brother didn't want to throw hosuemates out because too many of them walked and ****? If housemates don't walk next year, maybe BB will chuck in some harsher punishments.
