He's not a bully. Just a strong, naturally opinionated, alphamale. If he finds a stroppy little brat annoying then he will damn well say so. He's had a pop at most in there at some point so he's not just going for an easy target. Food is a huge issue in that house as any BB fan should know by now. Anybody who opened that corned beef would have felt his wrath.
The fact that Sov does numerous other irritating and bratty things is why she gets picked on. Even Sisqo and kat have told her so to her face.....and they're her friends! She just whines and sulks like a spoilt little girl.
