He could have done that, yet he refused that too.

No, he lied about it instead.

He told the housemates that the ToT task involved him stealing Shabby's hat and Sunshines lipstick and to generally be very cruel to them all. So he refused to complete it as he would never do that to his fellow housemates blah blah bullsh!t blah.
