I really dont know. I think a lot of people see him as kind of an anti-dexter/gina vote. The reason I think this is because a lot of his supporters seem to talk about Gina/Dexter much more than they actually talk about Sam, and they turn most Sam threads into a Gina/Dexter thread This isn't a criticism, obviously people can talk about who they want to..its just an observation.

I think he is seen as the 'nice' one. Sophie could have had the nice vote if she hadnt teamed up with Gina.

He has grown on me since Callum left though, I have to say. He seems to have woken up and realised that he has to do something. When Callum was there, Sam was pretty much invisible, except for a few clips of him bitching about Dexter with him.
