There's a forum I use every now and then that has a section called the "Cock Farm" where, instead of banning people, they are limited to only being able to post in the Cock Farm along with other people who've been put in there for arguing or whatever, and they're not allowed to leave until the general consensus from the moderators is that they've learned their lesson
it's pretty funny, it works really well on there because it's a forum for debating and ranting about stuff; don't think it would work on here though
