Lets see.. the BBC began transmitting as a public broadcaster in 1922, they produced their first television Test Card in 1947. (The 25th anniversary of the BBC)
 Channel 4 began transmitting as a public broadcaster in 1982, (2007 is their 25th anniversary year)  Just a coincidence? I don't think so!
