Marc used the word with intent to cause offense.
You and I both know that Marc didn't use the phrase to make a point like; "Man my girlfriend is psycho today..." (still offensive to thousands)
He used the term of phrase to insult a man and to point out to other people that he was psychotic. Obviously a rule break, obviously warrants a reprimand.
